"There are only two possible responses to suffering on this
scale. We can turn our eyes away in resignation and despair, or we can
take decisive, historic action to turn the tide against this
disease...."
-President George W. Bush (President Urges Congress to Act Quickly on Global HIV/AIDS Initiative, April 29, 2003)
The President's Emergency Plan for AIDS Relief (the "Emergency
Plan") is the largest commitment ever by a single nation toward an
international health initiative. The Emergency Plan is a 5-year, $15
billion comprehensive approach to mitigating HIV/AIDS worlwide. Over
half of these funds are dedicated to fifteen Emergency Plan focus
countries.
As one of the focus countries, Zambia is benefiting from the rapid
national expansion of HIV/AIDS care, prevention, and treatment
services. In 2004, Zambia received $57.9 million to continue expanding
HIV/AIDS programs. In 2005, Zambia will receive $84.7 million in
